At Millea Bros, they sell on 19 April 2015 as lot 2053 a "Continental School (19th century)" "woman with dog in interior", estimated at $1,200 to 1,800. UPDATE: sold for $2,250.
It looks like a typical Belgian "elegante" painting from the second half of the 19th century, from the likes of Alfred Stevens, Florent Willems or Fernand Toussaint. A it is unsigned, and the quality of work by these painters isn't always consistent, I'll probably not be able to make a correct attribution. It doesn't look to be a Stevens or a Willems though. It captures the essence of the portrait very nicely, but details are more hesitant or wrong. The foreshortening of the dog looks weird, the right index finger of the woman is way too long; but the face of the woman looks wonderful, with the feathers on the hat painted just right.
The above by Toussaint shows perhaps better what I am talking about. It is comparable in many aspects, but the one for sale laxks the vividness and spontaneity. So, a not-so-good Toussaint or simply another painter? It certainly seems worth more than the estimate.
